Strengthening Federalism by Eradicating District Disparity—District Development Framework (DDF): Supporting Economic Corridor Development through Strategic Planning Frameworks (March 2019—September 2019)

The District Development Framework (DDF) was developed as a refinement of DDM for greater in-depth analysis that explored further than district disparity and industrial specialization. Like the DDM, it was designed and developed after extensive desk research, collection of data from various sources including non-public data and multiple iterations of estimation. This project critically reviewed the existing structure of federalism that involves the transfer of resources from the Federal government to the provincial government through the National Finance Commission (NFC) Award and the transfer of resources from provinces to districts through the Provincial Finance Commission Awards (PFC). Recommendations were also made for improvements in the vertical and horizontal distribution formulas for a more inclusive and equitable distribution of resources.
